Please advice.

Which one is the best free or open source bandwith manager.

Im looking for something that could do the following:
1. Monitor web contents
2. Allocate and manage bandwith for users
3. Restrict access to certain sites
4. Something that can support atleast 200 users
5. Should be compatible to Windows Server 2008
