Best way to copy Folders with permissions

What would be the best way to copy all the data from an old server running 2003 ot a newly purchased one running ’08. Would robocopy be my best bet? I think robocopy with /copyall /s /e /xb will copy all the data intact, but will it copy the file permissions as well? if not what would be my alternatives?
