bios or hardware problem

hi.
i am having celeron machine.when i start the machine it checks for the floppy drive and give error that media is not proper .it gives continues error message even though i remove floopy drive.i cannot go into bios setup. how can i go to bios setup.wheather this is a bios problem or hardware problem.
