BITS

I am unable to view Windows Update and some other web sites that depend on Background Intelligent Transfer Service (BITS)(svchost.exe.qmgr.dll at C:/WINNT/SYSTEM32/QMGR.DLL). I find that this service is set to “manual” and suspect that it should be “auto” but can find no switch for that purpose.
