Blackberry device activation

Can i activate my blakberry device on a my company corporate network without subscribing to a BlackBerry Data service plan or any service provider. I bought my device without a provider service plan.

My BB device is not activating after installing BES server on separate server machine from my Microsoft exchange server. It keep on returning this message: Activation request failed. a connection service unavailable.

Please can somebody help me out.
