Blocking IP address in Windows 2003

I have client that runs an online community. He hosts a TeamSpeak and multiplayer server on Windows 2003 at an external provider. Sometimes he has a need to ban users. Rather than going to each application to input the banned IP he would like to do it on time directly on the server. Can that be done?
