Blocking websites and monitoring in LAN

I want to block websites and I want to monitor websites visiting by the user in LAN. Is any free software is there to block URL and Monitor websites visting or Is any possibility is there blocking through ISA Server in workgroup environment. How to implement successfully using ISA server in workgroup environment with above functionalities.
