Boot Up Errors

My Compac computer has WINME on it. When I boot it I get the following error:
OE : 018F : BFF7B018 or
OD : 0028 : 000000003

I’ve done a complete step by step boot thru msconfig and determined that a specific program was causing it not to boot properly. I removed that program. Then reran the complete step by step and it booted fine for about 20 tries. Now all of a sudden it is doing it again – same error message. The system then goes into long boot, gives me options or boots into safe mode.

I can get it to boot, but I can’t figure out why I keep getting this error code and don’t seem to be able to find it in the white papers at MS. Can anyone help with this problem?
