Boot window from external hard disk

Hi. I am using internet from internet cafe and they limit the use of programs. so I want to use my own window OS and programs. I just want to use all the programs and settings as I like. Is that possible to boot window from external hard disk? If so can one of you explain me how to do it? Thanks in advance.
