Booting to safe mode on a dual-boot sys

Computer Configuration:
Primary HDD- 13.6GB Win Me (Fat32)
Secondary HDD- 10.2GB Win2k (NTFS)

How do I boot to safe mode in either OS? I’ve tried to press F8 during bootup. I get a screen that says to select option (safe mode, safe mode w/network connection, VGA mode, etc) and no matter what option I select, it will boot into either OS in normal mode.
