BorderManager VPN Issue

We are running Netware v5.0 (latest SP) and BorderManager v3.5 (SP2).

Client to Site VPN was working fine then stopped. If a user tries to VPN login they get the following error message:

Failed processing encrypted network packet
Failed to autheticate to Token password

If you look in the Audit Log it says:

User Admin.acme at address x.x.x.x has failed Login Policy authentication with error=-939

The user definitely gets to the VPN Master server and gets prompted to verify the authentication data. We do not have a Login Policy nor do we run BMAS. If I create one for VPN the issue still remains. We have the correct filters in place.

Any ideas… I have tried everything.
