Branch Office Access to Exchange 2003 at HQ

I have two sites.
Site A has W2K3 SP2 Server and Exchange 2K3. (55 Users)
Site B has W2k3 SP2 Server (5 Users)

I am using Site to Site VPN with IPSec and DFS to communicate between the sites.

I am currently able to access both sites with no problem.

How do I get my users to have access to their Exchange 2k3 mail using Outlook 2K3?

How do I get FRS Started?

DFS is active and online. However, there is no replication taking place.
