Broken Access database

This morning we had an Access 97 database. Using Acess 97 the database administrator made a design change to a query. Attempting to save this change, she recieved an error. Re-entering the database from Access 2000, a repair/upgrade process started, but failed. When attempting to open database in Access 2000, you get the error, “Could not create; no modify design permission for table or query ‘MSysAccessObjects'” When attempting to open database in Access 97, you get an Invalid Format error.
Of course, there is no backup.
Is there anyway to recover? Are there any data recovery services which can help?
