Broken security on new 2003 server install

I have just installed a new 2003 server.
After the initial install I got the message about all incoming ports being blocked until all updates have been applied.
I applied the updates but the server hung before I could click the Finish button and activate external connections.
I though nothing more of it and managed to promote the server as a DC, DNS server etc. All seemed OK until our exchange server complained that it couldn’t opend an RPC connection to this DC. Then I noticed that some other services were blocked on the DC such as VNC, snmp, yet authenticating on the network and DNS/DHCP work fine.

Any suggestions?
