Bypassed for a Promotion

I am level II Technician providing network and Desktop Support. I work as a consultant for a New York city government agency. recently a member of my group was promoted to Level III. He is also a consultant just like me. we both have the MCSE in NT and I recently started to update my cert so I am now a Win2k/Win2003 MCP. I am not so upset that he was given the position, as I am at the fact that I can’t begin to imagine the criteria that was used to determine who should be promoted. He is late all the time at least twice or three times a week. I always get in at least 15 minutes early and stay late if the need arises.
I wnat to talk to my manager but knowing from past experience I know it will not change a thing. My question is should I speak with my manager about how I am feeling, or should I just keep doing my job and start to look for another job opportunity. I also want to ask which certification path should I follow? Be it MCSE Linux and or CCNA
