Cached network Drives

Our users cannot see their cached netowrk drives for them to be able to work offline on their files stored at network, only way around is that if we give them local admin rights, I want to know where in the registry we can change security settings so that they can still see the offline network drives with power users rights, at the moments it does not work with power users rights only work if they have local admin rights.
