CAL Licenses

i just took over for another network administrator for a w2k server with active directory network. They have 13 computers and CALS for 10. the server was configure with per server seat. When they reach the 11 computer logon they can not connect. I did change it to per seat but its still not letting more then 10 users on.

What chooses do I have.
