Calculating Router Latencies

I currently have a cisco 3620 router in my network. I am now trying to calculate what the router latency (in milliseconds) would be for a 128byte packet

I know that the cisco router is capable of 70 thousand packets per second.

How do I use these figures to calculate the router latency in milliseconds?
