call center establishment

I want to eastablish a call center in Bangladesh. In the very begining what i need to do?I have no idea about call center, but have someone who will manage customer for me.I want to know about
a)Initial step before setup.
b)Required Technical matterial
c)Suggestion to gain call center business.
