Can a domain be named “Workgroup”?

I’m a bit confused by the direction the IT folks are going in. They are telling me that the new server I am to work on is in “a domain called workgroup”. Is this allowed? recommended? Am I perhaps confused and they are creating just a peer to peer configuration using workgroup that comes with the server?
