Can a malware survive a factory reset and a clean windows installation?

Days ago someone sent me a file and asked me to install it. I installed it after reading his message. I got a malware/trojan/ransomware after. I asked someone to factory reset the computer and install a windows OS. Now I’m receiving notifications from google saying that someone is trying to access my account using a mac computer. Can the malware survive the factory reset and the clean windows installation? If not how did they access my google account and how could i stop them?
