Can a standard domain user manage Windows Server 2003 services ?

Is it possible to set-up a standard network user with means to Start/Stop a Windows Server 2003 service ??

I want to enable specific users to restart an application running as a windows server 2003 service, but I do not want them having administrator privileges for reasons we all know….
