Can anyone help on why my system wouldn’t format?

I have a compaq evo d310 which i tried to format, when i get to the stage of pressing any key to boot from cd, it takes me to another screen which say’s setup is inspecting your computer’s hardware configuration. After this blank screen appears an it remains like that until i shut it down from the botton. i don’t know what might be the problem. I will appreciate anyone with solutions. Thanks
