Can I safely delete .txt files?

I was wondering if it is possible to delete .txt files to make more room on the computer. I am assuming of course that they really are just a text files and not anything else. I do know there are some tmp files in the computer I should not get rid of. I am working on an XP sp3 machine. Thanks for the help!
