Can my ISP (Bellsouth) block every single port ?

I?m trying to establish a Web Remote connection but, don?t work. I was blaming my Linksys WAP, but I realized the bypassing my WAP and connected my PC strait to my ISP DSL modem, none request done by any port, can be seen by www.canyouseeme.org Can my ISP (Bellsouth) block every single port ? Of course, I turn my window firewall, off. What can I do?
