Can someone help me set up a server?

Okay so I used to have a minecraft server up and running before I switched ISP (from bell to teksavvy) and ever since the switch, I can’t access my server anymore. I erased everything and redid everything from scratch. I port forwarded my ports on my Asus RT-N56U router and when I go to check if the ports are open correctly, they are not. On the PFchecker program, they show up as closed but on ShieldsUP, they all show up as stealth. Every single port is stealthed. I’m at the end of my knowledge here. I even made sure that the ICMP Echo Requests are being approved on my computer. Any help would really be appreciated.
