Can we window batch to run job in SQL server management

I have 1 job to be run after checking txt file was generate so I wanna create batch file to check the txt file first if it was created then I will run job in SQL to load all data into DB.
Can I create the batch file to do like this and what is the command use for connect and run job in SQL server management??
