Cannot access my computer!

I cannot operate my computer in Safe Mode as it has been password protected by persons unknown. I need to gain access as a Blue Screen appears after the three password access attempts have been passed, asking that I run CHKDSK/F to help rectify the problem; this I am unable to do.
