Cannot access Windows NT server manager if PDC is offline

Hello. Still running NT 4.0 domains. Have a situation where the PDC for a domain has crashed, not sure if it can be revived. This domain has 2 BDC servers. However, with the PDC offline, I find that I cannot open Windows NT Server manager (can’t find PDC, etc). Since I can’t open Windows NT Server manager to promote one of the BDC servers to PDC…what next? Am I missing something? Any other way to promote a BDC in this situation?
