Cannot boot up window

When I improper shut down the computer, it probably lost some files so when I restart again (my assumption), it doesn’t move at Window Welcome screen, the bar just moving continuously. It’s a Toshiba Satellite, so it comes with a recover disc. I tried to reinstall using that, but it only shows a mouse pointer and blackscreen after it finish loading….. any suggestions?
