Cannot change resolution on display

I am using win98 ver2. When the computer boots up its resolution is set to 16 colors 640/480. I change the colors to a higher setting ( high color 16 bit). I click ok and it tells me to restart which I do. When it reboots it goes back to 16 colors
Any ideas here?
