cannot create Apple shares on Windows 2003

Hello: We have Apple shares on a volume already but when I create new PC and Apple MAC shares via the computer management tool on Win 2003 standard SP1, the Apple shares never appear after I finish. I can see the older MAC shares on the share list with the PC shares.
Apple talk is installed and file services for MAC are running.
Anyone having this occur? The server was rebooted last week.
