Cannot edit registry on W2K or Win NT4

I found that as soon as I log in to a W2K Pro or Win nT4 workstation through Netware, I get a message “Registry editing has been disabled by your administrator”. This happens with different clients. I am running NW4.11 Sp9 and my workstations havethe latest windows patches. This message appears when I attempt to edit the registry with an administrative account other than the local administrator account on NT or W2K. I have tried different PCs, clients, and clean installs of NT. It happensas soon as I login to Netware either through the microsoft client or tine netware client.
