Cannot find msvxd.exe at startup

My client uses a Toshiba Satellite 2100 CDT notebook running Windows 98. Recently, every time when she starts the computer, a message “Cannot find the file MSVXD.EXE (or one of its components). Make sure the path and filename are correct and that all required libraries are available.” appears.

After she clicks OK, she can run Windows without problem.

Does any one has any idea about this error message and how can this be fixed?
