Cannot find user on BlackBerry Enterprise Server Express?

I get the following message when I look to add a user with out Domain to our Blackberry server:

“The BlackBerry Administration Service cannot find the records you were looking for. Verify the search criteria you specified and try again. ”

I have looked on line and the suggest is to verify that the name is correct which it is. Anyone have any suggestions?
