Cannot open HKEY_LOCAL_MACHINE

I have a dual-boot drive, and when I try to boot the second partition (Windows 2000 Pro)I get the CTRL-ALT-DEL logon, put in the account and password, and get the error message “Your system has no paging file, or the paging file is too small”.
I have found the article on the Knowledge Base describing this problem (it is a problem from cloning the drive and GUID’s not being cloned properly). The article says to connect to the problem PC with Regedit. When I do this I cannot edit the registry key I need to . I get the error message in the subject line of this message.

Has anyone gotten around this, and if so, what did you do?

I have the problem PC (laptop) connected directly to another laptop with a cross-over cable, to eliminate the rest of the network as a problem.
