Cannot open image file

I have problem when revoke local administrative privileges from domain
users… Microsoft Photo Editor couldn’t open image files (e.g. jpg…etc)…
I don’t want to grant administrative privileges to users on their machines,
in the same time I want them to be able to open images with MS photo editor
