Cannot run 16-bit app’s on NT WKS 4.0 SP

I am an NT admin. Ever since attempting install of Compaq’s Insight Manager I can no longer run 16-bit apps. NT Task Mgr indicates 100% CPU usage and the NTVDM.EXE process taking 99% of CPU. I can End Process and CPU usage returns to less than 1%. But NTVDM.EXE problem repeats when attempt to run 16-bit app. I have a NT DrWatson log file when Debug’ing the NTVDM process. I can e-mail the log file to anyone out there who has had this problem and can assist. I renamed AUTOEXEC.NT & CONFIG.NT; I copied other NTVDM.EXE’s from SP4,5 and 6a. Still the same result. I do not wish to crush and re-install. I called Compaq and they only recommended that I download their latest Insight Mgmr.
