Cannot send/receive outlook email

We have been getting the following error message whenever sending/recieving outlook 2003 email

Sending and Receiving reported error (0x80042109) Outlook is unable to connect to your outgoing SMTP email server.

It happens intermittently through all users on the network.

Any ideas??
