Cannot set System Restore Pt in W-XP

Client has relatively new Windows XP system. Usage is low – email mostly. Had problems with Norton’s Live Update – finally resolved that using steps on Symantec site. Then, couldn’t establish a System Restore point and system wouldn’t allow me to install new application. Ran full Norton Antivirus scan – no viruses.
Any suggestions on where to go from here would be greatly appreciated.
