Cannot start or stop windows services – 1053 error Win 2000 server

Having trouble with a win 2000 server where services cannot be stopped or started. Come up with a 1053 error. Also the windows upate functionality is disabled – the icon displays on control panel with description missing but unable to select it. Any ideas anyone?
