Can’t access a public FTP site on Window Server 2003?

I am working on Window Server 2003 .
I can log on to the internet on the Window Server 2003 no problem, (such as http://www.redhat.com)
but when I try to log on public FTP site I can’t.(such as ftp://www.redhat.com)

I always get error like below:

FTP Folder Error

Windows cannot access this folder. Make sure you typed the file name correctly and that you have permission to access the folder.

Details:
The operation timed out

How to solve it ,please help!
