cant access control pannel?

Every time I try to access my control panel windows explorer shuts down, my desktop goes blank (no icons or pic), then the desktop reloads itself. I am getting no error msgs and there doesn’t seem to be anything else wrong with the pc, it runs fine.

However it does occasionally beep (once), it doesn’t beep regularly, it might happen two, three times a night at no particular interval, just random.

Is there somewhere to start to troubleshoot this?

I’ve run chkdsk, virus scans, reg fix’s and am coming up with nothing, brick wall comes to mind!
