Cant access Windows Firewall, HELP!

1. I when to access Windows Firewall and it came up with a message saying that it wasn’t up.

2. Then it asked if I wanted to start the thing so I clicked, Yes.

3. It then came up with a ERROR saying ‘Window cannot start Windows Firewall/Internet Connection Sharing (ICS) service.’

4. How do I access Windows Firewall?
