Can’t download anything

When I do a download, my XP system does the normal thing, it brings up the dialog, goes through the where to save, does the download, but doesn’t download to PC. I do a search and search verifies that there was no download. I have tried various sites and still cannot download from any site except Windows Updates. It doesn’t matter whether close box is checked or not. Any advice would be much appreciated.
