Can’t Login to my Laptop-Stuck at the Welcome to windows Screen

I cannot remember my password and can’t figure out how to get into the laptop. I have lots of programs I need to access, but can’t. Is there a way that I can get into it, somehow to login without it or to reset it or something?

I have a blue screen with the welcome dialog box in the middle, but can’t right click in the blue area. I am totally lost with DOS anymore, but can get to the dos screen if I hit the access IBM button on my laptop. Just need instructions on how to move forward..
