Cant open .exe files and properties

Hi,

I cant open any exe files ‘nor any properties and amin panel… If i try to open then it asks to “choose a program that i want to use to open it” and if i open whit right click>Run as… . then i take a thick from “protect my computer from uautorized acces and so on….” just then i can start exe file…
