Can’t open pdf file.

Hello!
Received in the mail files from scanned documents. But they are all without a file extension. Of course not open. I opened these files using Total Commander, and there at the beginning of such inscriptions:

From the line “filename=”img-209213043-0002.pdf”” I realized that it was a PDF. That is scanned by the scanner, and through it sent in the mail. But add the extension .pdf and open it in Adobe reader DC and get the error ” There was an error opening this document. The file is damaged and could not be repaired (e.g., sent by e-mail as an attachment and not correctly decoded)”.

What is this file? how to open it? Google has not the answer. Google doesn’t give the answer.
