can’t snd e-mail w/ 1mb

We’re using an exchange server with dial-up c0onnection to the internet.In the Internet Mail Service I configured the message transfer quota to “no limit”. How come we can’t send e-mail with more the 1mb attachment. What could be causing this problem. Please I need solutions to this ASAP.
