Can’t start comctl32.dll–No win 95

A failed installation of Office 2000 left the Win 95+ machine locked up. A reboot goes to logon screen, then get ‘failed to start comctl32.dll, check file’. Machine is locked-up at this point. Get same error in Safe mode. In Command, Extracted Win95 ‘precopy1 cab’from C:\win\options\cabs which includes Commctrl & Comctl32. This hasn’t helped. What next?
